I am an independent researcher working at the intersection of organisation studies and the political economy of technology. My research examines public funding, technological capability and the relationships between public organisations, firms and technology providers. My work includes studies of national AI programmes in the UAE and public software governance in France and Germany.
My professional experience includes founding software businesses, leading digitalisation at a university clinical centre and teaching IT innovation and information management. In these roles, I worked with the practical decisions behind digital systems: defining requirements, securing resources, coordinating technology providers and helping users assess what a system can and cannot do. This experience informs my research on technological capability and the distribution of authority within and between organisations.

Current project
Public Support for AI: What Happens After Funding Ends?
I am developing a project on what smaller firms can continue to develop after temporary public support for AI ends. The project examines how funding conditions and relationships with technology providers shape firms’ options for further development and continued use.
Research approach
My current papers use comparative document analysis, source assessment and the reconstruction of dated events. I work with technical documentation, organisational records and public policy materials, distinguishing documented actions from reported outcomes and from what the available evidence cannot establish.

2021–2024
I studied in the Department of Management of High-Technology Enterprises, on the Economic Security Management programme. My master’s thesis evaluated the implementation of an information system in an air-transport company. I conducted structured interviews with S7 Airlines employees and used operational and cost data to assess the proposed changes.
After completing my master’s degree, I continued research under academic supervision at MAI on Russian high-technology industries and the digital economy.

My undergraduate studies focused on environmental safety in aviation, including the environmental aspects of airport management and operations. My final thesis examined protection of the air environment around an airport and received the highest grade.

My project examined how Russian IT companies enter Gulf markets under sanctions-related constraints, focusing on the mechanisms of market entry and the challenges facing their international expansion. This work formed part of my research on economic and technological relations between Russia and the Gulf states.

2022–present
I lead software projects for universities and businesses, translating operational needs into system requirements and coordinating clients, designers and developers. Our projects have included student-service and dormitory-management systems, e-commerce platforms and AI-assisted recruitment.
In the recruitment project, I developed the document-processing pipeline and integrated language-processing tools with the client’s candidate database. The project also involved training managers to assess algorithmic recommendations and retain responsibility for hiring decisions.

March 2025–February 2026
I led the implementation of a clinic-management system covering patient registration, scheduling and records, alongside the automation of doctors’ administrative documentation. I interviewed doctors and administrators and observed their workflows to define requirements, then coordinated implementation with developers and external technology providers.
My responsibilities included preparing the digitalisation budget and negotiating changes in project scope and resources with the Centre’s management.

I taught Management of IT Innovation and Information Management through lectures, seminars and practical assignments. I developed teaching cases on AI adoption, digital public services and ethical questions in AI-assisted recruitment, including bias, explainability and responsibility for decisions.
I also mentored student teams from initial ideas to working prototypes, brought IT practitioners into the classroom and connected a student logistics venture with an investor.

I co-founded a venture developing hotel-management and accommodation-booking software with hotel operators. I secured investment from hotel-chain owners and later sold my remaining ownership stake, exiting the business.
